Boston Bruins defenseman Charlie McAvoy delivered a blow to the head of Columbus Blue Jackets forward Josh Anderson that could earn him a hearing with the NHL’s Department of Player Safety.

But McAvoy received only a minor penalty on the play, prompting NBCSN analyst Brian Boucher to say he was surprised that McAvoy didn’t receive a major and a game misconduct.

“I’m shocked by this call,” Boucher said. “I think this is a clear targeting of the head.”

Anderson crumpled to the ice after the hit in the closing minute of the second period when his team was trailing 1-0. He headed to the dressing room, though he returned for the third period.
